ICT CAMPAIGNS

The Islamabad Administration with the help of different stake holders of public health authorities and private organization have taken immediate stringent measures to prevent, control and contain the Dengue Fever in ICT.
In first phase a meeting was held under the Chairmanship of D.C/Director Health, ICT, on 23rd August, 2011 for starting first round of Fumigation and Spray through three sectors i.e, Bharakau, Tarlai and Sihala. Consequently 03 teams were constituted that carried out the campaign in the rural areas which was completed on 30th August, 2011. Almost all the major villages of ICT were fumigated and spray out for vector control.

In the 2nd phase of campaign an other meeting of all stake holder was held on 07th of September, 2011 chaired by the Chief Commissioner, ICT, Islamabad attended by the DC/Director Health, DHO, Islamabad, Senior Medical Officers of the Health Department, representatives from NIH and major Hospitals of Islamabad besides WHO Surveillance Officer Islamabad to develop a joint activities plan for prevention, control & containment of Dengue Fever in ICT. Accordingly an intensive campaign for vector control and creating awareness in general public for preventing them from the bite of Dengue Mosquito was launched.

The following activities were carried out including:

1) Establishment of Dengue Fever Prevention and Control Cell on 15.9.2011 to coordinate all the activities and collect and disseminate the information.

2) Surveillance and monitoring being carried out for early detection of new cases and identifying geographical background of the admitted ones in different Hospitals of Islamabad.

3) Situational Analysis: Detailed data from admitted patients from all the five major hospitals of Islamabad is being regularly collected and updated, a daily comprehensive report being developed for the stake holders to take prompt action/response.

4) Launching of Website for displaying action being carried out by Islamabad Administration regarding prevention, control of dengue fever.

5) Vector Control.

6) At present 479 Nos. of mozas, dhokes, mohallahs and various premises of 133 villages spread over in 12 Union Councils of ICT were fumigated and spray out.

7) 73 Nos. of schools, public places, Govt. offices including NIH, Health Services Academy, Froby schools, Police Station, Police Training College Sihala etc. etc. are fumigated and spray out.

8) 19 Nos. of Water supply Tanks/Reservoir chlorinated by the Local Government.

9 )37 Nos. filling of ponds/treatment with kerosene oil.

10) Awareness campaign by the Health Department and UC/Revenue staff.

11) Total No. of 120,000 pamphlets bearing health education message for prevention & control of dengue fever were distributed. Out of which 22,000 pamphlets distributed to approx 21,320 houses through 333 LHWs in rural ICT and 35,000 handed over to Federal Directorate of Education for distribution in various school located in ICT. Besides Health Facilities, District Population Welfare Office, Islamabad Police, Traffic Police, public places including bank, restaurant, chemist shop are also been provided with pamphlets for distribution, 15 banners containing public messages were displayed at various public places in rural areas.

12) One hour radio Talk Show conducted in Traffic Police FM Channel on 10.9.2011 for awareness of general public. Health Education and information session conducted in Traffic Police Office, F-8/1, and Committee Room of DPWO at G-9 Markaz, Islamabad. In addition to that health education and information sessions were also held at Barakau, Tarlai, Sihala and Ali Pur where Nos. of people from various walks of life participated in the session.

13) Lady Health Supervisors were trained to supervise and conduct training of Lady Health Workers working in rural ICT and urban slums to visit every house in their respective areas to motivate the community about adopting the preventive measures for the prevention and control of Dengue Fever. In this regard LHWs conducted the visit of 31,936 houses in rural Islamabad/Katchi abadies and urban slums.

14)500 Mortein repellent lotion were distributed to the residents of France Colony, Urban slums in F-7, Islamabad.

Food Department

Food Department, ICT is responsible for regulating the business of food grains including purchases, storage, sales, transfer, milling and quality control in Islamabad Capital Territory

  • Monitoring the functioning of Flour Mills and Atta / Sugar dealers
  • Spot visits / checking of the quality and weights, rates of wheat and its products
  • Ensuring quality control of food items through raids, drawing of samples and instituting cases in the various Courts

Civil Defense Department

Civil Defense Department, ICT aims to protect the citizens and the property of the state while creating an environment where people can actually prove themselves responsible citizens. Rescue services, crisis management, protection, and contingency planning are some of the areas covered by this department.

The Civil Defense Department enables the state to assess risks, which causes them to take precautionary measures, in most cases. Threats such as biological, chemical, conventional, wars, etc. can be prevented, or in extreme cases, delayed with the benefit of pre-planning and preparedness.

Excise & Taxation

Excise and Taxation Department, ICT deals with the registration and transfer of vehicles besides the collection of taxes and excise duties on behalf of the Government of Pakistan. Some of the taxes collected by the department include Entertainment Duty, Professional Tax, Education Cess, Bed Tax, Tabacco Vend Fee, Liquor Permit, and Property / Motor Vehicle Dealer Tax.

ICT Administration has also started a mobile registration service. The service can be availed through the official mobile app i.e. City Islamabad App which is available for most of the mobile phones and can be downloaded from the PlayStore or AppStore. It offers numerous services to the users including token tax payments.

Objectives & Functions

  • Motor Registration Authority: All processes related to Motor Vehicle registration of Islamabad registered vehicles are managed by the Excise & Taxation Department, Islamabad. Like New vehicles registration, transfer of ownership of Islamabad registered vehicles and miscellaneous activities related to vehicles.
  • Professional Tax: Professional Tax is implemented under the Finance Act 1977. It is a tax levied and collected with respect to earning or income from any profession, trade, calling or employment for each financial year in addition to any tax, rate, duty or fee that may be payable under any other law.
  • Education Cess: The Education Cess is collected under ‘Workers Children Ordinance 1972″. Those companies/organizations / firms which exist within the territorial jurisdiction of Islamabad and consist of ten (10) or more than ten employees are liable to pay this tax. 98% Amount collected under this tax is utilized for the welfare/support of the DC office staffs children education and 02% used by the Excise and Taxation Department
  • Bed Tax: Bed Tax is implemented under the Finance Act of 1965. As per this law, it is applied on those hotels which are situated within the territorial jurisdiction of Islamabad and consist of more than 20 lodging units (Number of bedrooms) These hotels are divided into two categories, which are:
    Category I: Liquor Sale License Holder (Rate: Rs. 01 per lodging unit per day)
    Category II: Without Liquor Sale License Holder (Rate: Rs. 0.50 per lodging unit per day).
  • Property / Motor Vehicle Dealer Tax: Motor Vehicle / Real Estate Dealer Tax is taken under the ordinance of “Islamabad Real Estate and Motor Vehicle Dealers Ordinance, 1984”. This Tax is collected from all Motor Vehicle Dealers and Real Estate Dealers, who has their offices within the territorial limitation of Islamabad.
  • Tabaco Vend Fee: This fee is recovered from the Shopkeepers dealing with the sale/purchase of Tobacco/Cigarettes
  • Entertainment Duty: Entertainment duty is collected under the Ordinance Act, 1958. Entertainment duty is implemented on all those events which are organised for entertainment and charge some amount in this shape of entry tickets. According to the ordinance 100% duty will be charged on such functions.
  • Liquor permit Issuance: A liquor licence rule is working under Probation (Enforcement of Hadd) Rule, 1979.

District Attorney

District Attorney Department, ICT fulfills the legal requirements of the ICT Administration including the Chief Commissioner Office, Deputy Commissioner Office and all of the departments attached thereto.

Objectives & Functions

Acts as Prosecution Department i.e:

  • Scrutiny of challans of criminal cases and after rectification of curable lacunas, submission of the same to the courts.
  • Prosecution of criminal cases in all criminal courts other than those of magistrates.
  • Functions as District Attorney Department i.e:
    • Preparation of written statements, replies, comments on civil suits, appeals, revisions, reviews, petitions etc filed against District Administration, ICT, in all civil courts up to the Supreme Court of Pakistan.
    • To pursue civil cases in District Courts, ICT.
  • As Law Office of the ICT Administration:
    • To submit legal opinion on all matters referred to by the District Administration, ICT, for the purpose.
    • To render legal services on behalf of the District Administration, ICT, where-ever and when-ever required.
  • As Law Department:
    • To draft and vet laws (Acts, Ordinances, Rules, Regulations, Notifications etc) proposed for the Federal Capital/ICT.

    Auqaf Department, ICT is responsible for the management and maintenance of Mosques and Shrines located in Islamabad in line With the provisions of Federal Auqaf (Control) Act, 1976.

    Vehicle Registration

    Motor vehicle registration is the registration of a motor vehicle with a government authority, either compulsory or otherwise. The purpose of motor vehicle registration is to establish a link between a vehicle and an owner or user of the vehicle. This link might be used for taxation or crime detection purposes. While almost all motor vehicles are uniquely identified by a vehicle identification number.

    Notably, ICT Administration has also started a mobile registration service. The service can be availed through the official mobile app i.e. City Islamabad App. The app offers a number of mobile services to the users including token tax payments. You can also request mobile registration through our dedicated helpline.

    Step-by-Step Process

    Following are the steps to be followed for registration of a new vehicle:

    • Complete your documents as mentioned in the below section.
    • Visit the designated Excise Inspector along with the vehicle and documents for physical inspection and documents verification. Inspector will file his report on Form ‘F’ (manual) and sign the application.
    • After verification of documents, visit our designated Data Entry Operator (DEO). If the documents found complete in all aspects then the DEO will further process the same, otherwise, he will inform the applicant about the ambiguities in the documents.
    • DEO will issue the computerized form “F” which is required to be signed by the applicant for the authentication of particulars.
    • Applicant will be required to pay the due fee amount on the same window to the designated DEO.
    • DEO will take the vehicle document file and issue the vehicle registration receipt to the applicant.
    • Number plates fee (in cash) shall also be deposited to the DEO.

    Documents Required

    Following documents shall be required from the applicant:

    • Photocopy of CNIC of the applicant
    • Application to the Excise & Taxation Officer for registration of new vehicle
    • Proof of purchase, which can be either of the following:
    • In case of locally manufactured vehicle, Sale Invoice, Sale Certificate and related documents will be required.
    • In case of imported vehicle, Bill of Entry, Bill of Lading, old registration book and related documents will be required.
    • In case of auctioned vehicle, auction voucher and related documents shall be required.
  • Proof of residence, which can be either of the following:
    • Utility Bills (i.e, electricity, sui-gas, etc.), CNIC, Lease Agreement, Registry, Allotment letter, office card/appointment letter (in case of Government servant) shall be acceptable as residential proof in Islamabad.

    Fee and Taxes

    Relevant fee shall be estimated through following formula:

    • Registration fee + Advance Tax + Token Tax + Income Tax ( + Professional Tax for Commercial Vehicle).
    • Late fee shall be implemented after 60 days delay in registration (starting from invoice date).
    • Incase of special number allocation, special number fee shall be deposited. The schedule of the special number fee is available here or can be obtained from information counter.
    • The rates of Income Tax and Token Tax (mentioned in schedule) shall be applicable for whole year starting from 1st July and ending to 30th June. Although, applicant shall pay Income tax and Token tax for the rest of the months according to the registration date.

    Chief Commissioner

    The Federal capital is a distinct constituent unit of the State, under Article 1 of the Constitution of the Islamic Republic of Pakistan. After the amendment in Order No. 18 of 1980, the President conferred executive authority of Federation to an Administrator for Islamabad Capital Territory, later designated as a Chief Commissioner ICT.
